feat(runtime): 정적 프런트엔드와 격리 빌더를 구성한다
Caddy가 불변 아티팩트를 직접 제공하고 runtime과 builder의 자원·비밀 경계를 분리한다.
Gateway active release ref를 재기동에 복원하고 production/development/smoke 모델 검증을 확장한다.

fix(runtime): 릴리스 빌드 PID 여유를 확보
여러 profile PM2 프로세스가 실행 중에도 Gateway 릴리스 빌드가 thread 생성 한도에 걸리지 않도록 운영 runtime 기본 PID 상한을 512로 높이고 문서와 예제를 맞춘다.
