feat: 오프너의 천하통일 서버 정리를 허용한다

시나리오 초기화 권한 범위에서 실제 game DB의 통일 상태를 재검증한 뒤 완료 서버만 STOPPED로 정리한다. 런타임 전체 권한은 확대하지 않고 DB와 완료 기록을 보존한다.

첫 기수 번호를 완료 게임 수의 기준값으로 적용하고 0기를 API와 화면에서 보존한다. 시즌 번호와 독립된 RESET 계약을 관리 패널, 테스트, 운영 문서에 반영한다.

숫자 입력에서 Vue가 반환한 number 값을 안전하게 정규화해 다음 시즌 번호 0이 메타 저장 요청까지 전달되도록 수정한다. API 경계와 실제 Chromium payload 회귀 테스트를 추가한다.

feat: 실행 중 게임 옵션 변경을 지원

Gateway 관리 화면에서 현재 기수의 장수 생성 제한, 유저 자동턴, 턴 간격을 내구성 action으로 변경한다.
턴 간격 변경은 논리 tick과 현재 게임 시각을 보존하며 DB와 Redis의 tick 기반 시각을 재투영하고 기존 로그 timestamp는 유지한다.
