우선은 query에서 city를 가져오도록 수정했고(이러면 id를 가져오는 게 맞겠죠?),
새 수도를 뽑았는데 이성이면 다시 뽑게끔 수정했습니다(비효율적이지만.. 그리고 이게 php do-while 문법에 맞는 거겠죠..?).

이럴 수가.. PR 제목을 "fix: 이민족 발동 시 수도가 이성이라 수도를 옮겼는데 다시 이성이 되는 경우 해결" 로 하려 했는데 ㅜㅜ
