fix: 삭제 메시지를 tombstone으로 보존한다

메시지 삭제 시 유효기간을 만료시키지 않고 본문을 삭제 안내로 치환해 송수신 행을 유지한다. 외교 메시지 조회 권한 부족은 삭제 상태와 분리하고 API, PostgreSQL 통합, Chromium 회귀 검증을 추가한다.
