feat: 내정보와 감찰부에 개인 봉급을 표시한다

공헌 등급에서 계산한 개인 봉급을 두 read model에 투영하고 공통 요약 첫 행에 배치한다. 전투·계략·사관 행과 봉급 snapshot이 없는 과거 플레이의 빈 slot은 유지한다.
